Our Story / History
During Senator Gregorio B. Honasan II incumbency as senator of the Philippine Republic, we have known from various accounts in the past how the former senators involvement began with the clamours for unity from every marked GUARDIANS nationwide that he was able to touch base with during the tour of duty as Senator in the performance of his mandated function as public servant. Excerpts from all those incidental acquaintances with the GUARDIANS from the grassroots levels nationwide summarizes into but only one sacred word, “UNITY”.
By midyear 1999, a few good men from the Office of Senator Honasan headed by George M. “FGBF GEORGE” Duldulao started initially the GUARDIANS unification efforts by patiently establishing contacts with the key leaders of all GUARDIANS factions nationwide.
During the provisional months of the unification efforts, some responded readily considering the good senator then as the unifying factor while others may have absorbed it negatively. Arduous tasks indeed but the unification core group was not derailed with all those discouragements and thus continued with their quest for uniting the brotherhood into one cohesive national organization. Because for nearly twenty-five (25) years, the GUARDIANS movement had no clear vision of its directions nor any proposed formal structure.
Thus the day of reckoning did happen on March 18 and 19, 2000 when GUARDIANS elders and key leaders coming from the different major factions of the GUARDIANS movement and splinter groups convened for a unification meeting in Manila. Expected as it was, the scenario and environment were very unlikely from the day the representatives / delegates from thirteen (13) regions with different orientations arrived all claiming to be the original GUARDIANS organization.
Although it was indeed a lengthy heartbreaking discussions and battle of the GUARDIANS titans; from the result of the unification meeting lies a great story… the birth of the “PHILIPPINE GUARDIANS BROTHERHOOD, INCORPORATED (PGBI)” to unify all GUARDIANS factions and splinter groups under one umbrella organization.
The Philippine GUARDIANS Brotherhood, Incorporated (PGBI), is a non-stock and non-sectarian organization. The core and main objective of the Organization is to unite, develop and maintain camaraderie among its members for the betterment and more effectively address matters of their common interests and concerns, and with the view of achieving sustainable development for the Filipino communities as a non-government organization dedicated in pursuit of peace and prosperity for all Filipinos.
The new and unifying organization holds aloft the motto: “Brotherhood for
PEACE, INTEGRITY, JUSTICE, EQUALITY, SERVICE and PROSPERITY”.
The Articles of Incorporation and Constitution and By-laws of the
organization was formulated, approved and was formally registered with the
Securities and Exchange Commission on June 26, 2000 under SEC Registration
NrA200008885. The incorporators were the following:

of Incorporation.
The members of the Interim National Executive Council composed of the
delegates or representatives to the March 18-19, 2000 National Unification
Convention in Manila existed immediately upon the ratification of the
Constitution and By-Laws except for Fernando “MG ELSEWHERE” Malamion –
Representative, Cordillera Administrative Region (CAR) which were replaced by
Fiscal Elmer “MG PIALMER” Sagsago because the former represented CAR In behalf
of MG PIALMER by virtue of resolution passed by CAR leadership.
All burning with enthusiasm, the delegates/regional representatives return to
their respective regions of jurisdiction spreading the good news of unification
and to replicate the unification efforts down to the grassroots level and get
ready for consolidation processes.
Changing conditions and needs, however, dictate that the PGBI Constitution
and other legal orders should likewise reflect the changing times.
Structural/Organizational refining was effected to start from top PGBI hierarchy
and each one has its own time to leave and has choices to be made in each time
whether graceful or ungraceful.. In the instance, those choices are sometimes
painful if it means accepting ungraceful exit from the organization. Although
they form part in carving PGBI history, we have to respect and let go of the

The title of Master Founder (MF) which was included in the original
Constitution and By-Laws was unanimously deleted and approved by members of the
PGBI National Executive Council (NEC) in a convention held on June 22, 2002 when
its Constitution and By-Laws was amended.
Grand Supremo (GS) is a title given to the highest incumbent National
Official of the organization, whether coming from the Supreme Godfather (SGF) /
Supreme Godmother (SGM), Ranking MAGIC Group (RMG).

“CHRONOLOGY OF EVENTS”
The DIABLO SQUAD ERA
The Guardians Brotherhood Organization was first known as the "Diablo Squad" (DS) organization in 1976 and is originally comprised of 11 members with Sgt. Leborio "ABRAHAM"Jangao, Jr. as its founded it.
They were all PC soldiers with DIABLO SQUAD tattoo on their right upper arm with corresponding number in their markings from 1 to 11 namely:

CIC LEBORIO JANGAO JR has conceived the idea o fforming the DIABLO SQUAD with his personal concept of “WALANG IWANAN” during encounter in the actual combat against the enemies in the battlefield,underlying its principles of BROTHERHOOD, UNITY, SOLIDARITY and ONENESS” as embodied in his written narrative guidelines containing few pages promulgated by GF ABRAHAM JANGAO JR to form the DIABLO SQUAD organization. In the later part of 1976, the DIABLO SQUAD elements were transferred in Barangay Baliton,Glan, formerly part of South Cotabato province and now under Sarangani province to conduct a peacekeeping campaign in said area. In their brief stay in Barangay Baliton, they gained recognition and support from the constituents thereat for their exemplary performance. Evidence was the Certificate of Appreciation they have received duly signed by the Barangay Captain of Barangay Baliton and the then General Venadas AFP, the Commanding Officer of the Home defense Unit at that time. Since then, there was no expansion of membership as the DIABLO SQUAD group was reassigned to the different PC Provincial Commands and PC STRIKE FORCE BATTALLIONS in Mindanao.
1979- GF ABRAHAM JANGAO Jr was reassigned again in Lanao Del Norte PC Provincial Command located in Iligan City. This time GF ABRAHAM resumed his plan of expanding the membership of the Diablo Squad prompting him (Abraham) to form the Dirty Dozen as his immediate disciples or followers namely:

At this instance, he met the then ILT GIL KTAOJO JR, the Officer In Charge of the Regional Security Unit (Intelligence Unit) stationed in Iligan City and had their conversation regarding the existence of the DIABLO SQUAD fraternity. Intimacy dictates between the two soldiers as they were both classmates during their PC BASIC TRAINING COURSE(REGULAR FORCE) in Parang, Maguindanao in the year 1973. That after their graduation, GIL K TAOJO JR was assigned with the 57th PC STRIKE BATTALLION where he experienced the real soldiery life in the battlefield, while LEBORIO JANGAO JR was assigned at Service Support Unit. Then sometime in 1975 LEBORIO JANGAO JR was reassigned with the 57th PC STRIKE BN. GF ABRAHAM JANGAO JR convinced the then ILT GIL K TAOJO JR PC to lead the DIABLO SQUAD organization because he GF ABRAHAM JANGAO JR lamented that he could not stand or persevere the pressures coming from the higher Military Commands/Hierarchy and that he has great confidence with the ability of ILT GIL K TAOJO JR to overcome the said pressures. As a result, a verbal covenant was made where GF ABRAHAM JANGAO JR VOLUNTARILY RELINQUISHED ALL HIS POWERS AND AUTHORITY IN THE DIABLO SQUAD ORGANIZATION TO ILT GIL K TAOJO JR PC effective sometime on December 1979.
Consequently, ILT TAOJO JR personally drafted/made the Constitution and By-laws of the DIABLO SQUAD so that the said organization must have clear and determined objectives, mission, vision and standard operating procedures for the sake of uniformity of actions in running the affairs of the organization.The affiliation of the MAGIC GROUP was opted by ILT TAOJO JR composed of selected few from the group of professionals and known leaders in the community to serve as advisers and consultants of the organization. The duo agreed upon thereby ILT GIL K TAOJO JR submitted himself to be marked DIABLO SQUAD bearing the pseudonym SGF LAPULAPU, the first commissioned Officer who joined and led the DIABLO SQUAD fraternity in December 1979 but was marked 80 as suggested by GF ABRAHAM JANGAO JR as the year 1980 was so near whereby ILT TAOJO JR also conceded..
The DIABLO SQUADS THE CRIME BUSTERS ERA
1980-1981 This period shall be known as the “Year of Propagation”.
Sometime on the later part of this year the DIABLO SQUAD was renamed into DIABLO SQUAD THE CRIME BUSTERS. ILT GIL ‘SGF LAPULAPU” TAOJO JR drafted the original Constitution and By-laws of the Diablo Squads the CrimeBusters.
Every letter of the acronym DIABLO represents:
D – stands for Dauntless,
I – Ingenuous
A – Advocator
B – Banner
L – Liberty
O –Oneness
In Tagalog version means: Mga Matapang at Matapat na Tagappagtanggol ng Watawat, Kalayaan at Pagkakaisa ng lahing Pilipino.
The alarming expansion of the Association in Iligan City and nearby provinces prompted the then Brig.Gen. Olano AFP, Commanding General, Regional Command 12, to exert pressure for the change of its name. SGF LAPULAPU convened an assembly at his residence at Empire Village, Pala-o, Iligan City on November 16, 1980 and the delegates had ratified, approved and adopted the Constitution and By-laws of the Diablo Squads the Crime Busters.
The first MAGIC GROUP members were all lawyers in Iligan City known as the MAGIC FIVE namely:

1981- This period shall be known as the “Year of Consolidation”.
Early part of this year 1981, the first National Convention of the DIABLO SQUADS, CRIME BUSTERS was held in Iligan Institute of Technology,Iligan City with more or less five hundred (500) members attended. During this occasion, ILT GIL “LAPULAPU” K TAOJO JR PC had been officially conferred the title FOUNDER SUPREME GODFATHER (FSGF), CAPT ANASTACIO “PATTON” LABITAD PA had been conferred the title Supreme Godfather Consultant (SGFC), SGT LEBORIO“ABRAHAM” JANGAO JR PC had been conferred the title FOUNDER GODFATHER (FGF).FSGF LAPULAPU TAOJO JR commissioned Sgt Malih “Mohammad” Maong PC as the pioneering DSCB organizer in Zamboanga City and nearby provinces. Prominent military Officers who joined the DSCB organization at that time were MAJORED WIN “ROMMEL” VARGAS PA, MAJOR ORIGNAL CABADING PA and MAJOR EFREN ‘NOGNOG” ARAYATA PC . SPO3 Menelio “ “Yul’ Seron PNP is just a part of the evolution of the DSCB expansion in the said area.
1982- This period shall be known as the “Year ofConfrontation”.
Early part of this year (1982), FSGF LAPULAPU TAOJOR JR was reassigned from RSU Iligan City to RSU 12 Headquarters, Camp Parang ,Maguindanao. BRIG GEN PEREZ AFP through Sgt Sambas PC warned the then ILT GIL“LAPULAPU” TAOJO JR to stop the recruitment of prospective DSCB applicants and stop holding conferences among DSCB members inside Camp Parang, Maguindanao,otherwise LAPULAPU will be arrested by the Camp Commander COL UMAGUING PC.LAPULAPU then retorted to BRIG GEN PEREZ AFP through Sgt Sambas PC that he will continue the recruitment and hold conferences inside Camp Parang and will wait for the said arrest. This particular event prompted FSGF LAPULAPU TAOJO JR to transfer his family from inside Camp Parang to his hometown in Tagumin order to preclude his family from the expected worse scenario. Thanks God that GEN PEREZ did not make true his threat of arresting FSGF LAPULAPU otherwise bloody encounter shall have occurred inside Camp Parang. This is the first harassment made by a top ranking officer of the AFP against the strong willed leader of the DSCB.
At this very moment marked the destiny of the DSCB organization through the able leadership o fFSGF LAPULAPU with the able supports of diehard DSCB members at that time. To mention some of them were the late SPO4 Eddie de Leon who met his heroic death sometime in the year 2001 while in the hot pursuit against a group of criminals somewhere in Metro Manila and the then 2lt HERMINIGILDO ROLLODA PC now retired S/SUPT in the PNP. The said group stood pat with their principles and were willing to die for the noble cause. A cause which they believe is right. Had it not for the tough decision/defense made by the aforesaid DSCB soldiers, this organization probably had met its natural death at that very moment of great trial and could no longer experienced the rapid expansion of the DSCB organization and now called the GUARDIANS BROTHERHOOD INC (GBI) organization throughout the Philippines.
1983– This period shall be known as the “Year ofPersecution”.
Early part of 1983, FSGF LAPULAPU TAOJO JR was reassigned from RSU 12 Headquarters to Regional Command 2 stationed in Tuguegarao Province(Cagayan Valley). FGF ABRAHAM JANGAO JR was reassigned to Regional Command 5staioned in Camarines Province and SGFC PATTON LABITAD was reassigned to the General Headquarters Camp Emilio Aguinaldo stationed in Quezon City.Immediately after the said reassignments of LAPULAPU, PATTON and ABRAHAM,persecution against DSCB members in Mindanao started. LAPULAPU received many letters coming from DSCB members in different places in Mindanao informing him on how they were persecuted by its respective unscrupulous commanders. Sometimein the middle part of 1983, LAPULAPU, ABRAHAM and PATTON met inside the GHQ canteen and talked about the reported persecution of DSCB members in Mindanao.LAPULAPU suggested that one of them should l resign from the Military serviceand go back to Mindanao in order to boast the morale of the persecuted DSCB members. Being in the military service, they are bound to obey lawful orders,otherwise by disobeying it, they could be court marshaled and would probably be discharged dishonorably from the military service because military personnel is covered by the Articles of War.
Being a civilian, one can ultimately utilize his Constitutional rights as embodied in the Bill of Rights of the Constitutionof the Republic of the Philippines. By attaining civilian status, he or she can already exercise fully his Constitutional Rights such as Freedom of Speech orExpression, Freedom of Abode, Freedom of Movements, Freedom from Wants and freedom to air its just grievances against the duly constituted authority or government. In line with the said suggestion, there was a moment of silence among the three officers as it requires critical decision because it involves among other things the future of the family. Finally, the said moment ofsilence was broke by the firm decision of LAPULAPU to voluntarily resign from the military service for the very cause ofupholding what he believes is right in pursuing the cause of the organization. At this very moment, plans to vigorously pursue the organization was conceived.Verbal agreement was made among the said three (3) officers that LAPULAPU shallspecifically takes charge or spearhead the expansion of the organization in theislands of Mindanao and ABRAHAM and PATTON will take charge or spearhead the expansion of the organization in the islands of Luzon and Visayas. In this year also occurred the first assembly of the DSCB held at Marcos Sports Center,Cagayan de Oro City initiated by SSGT DIONISIO “FDR DANIEL” QUIETA JR PC formerly known as “Founder Molder”. Said occasion was high lighted by the presence of the then CAPT ANASTACIO “PATTON” LABITAD and the then M/SGT LEBORIO“FGF ABRAHAM” JANGAO JR as resource speakers attended by more or less one hundred members coming from the different provinces of Region X. CAPT GIL“LAPULAPU” TAOJO JR was not able to attend in the said occasion.
The GUARDIANS BROTHERHOOD INCORPORATED ERA
1984- This period shall be known as the “Year ofthe Doom”.
This year marked the darkest moment of the existence of the DIABLOSQUAD CRIME BUSTER organization The then GEN FIDEL V RAMOS AFP the Acting Chiefof Staff of the Armed Forces of the Philippines at that time engineered the disbandment of the DIABLO SQUAD CRIME BUSTER organization thereby forcing FGFABRAHAM JANGAO JR, SGFC PATTON LABITAD, SGF ROMMEL VARGAS and SGF NOGNOG ARAYATA to sign the disbandment order but FSGF LAPULAPU TAOJO JR did not signed the said disbandment order. . Immediately thereafter the aforesaid Officers and some of the DSCB members decided to create GUARDIANS BROTHERHOOD INCORPORATED(GBI) in place of the disbanded DSCB organization whereby automatically absorbing all members of the defunct DSCB organization. Guardians BrotherhoodInc was registered with the Securities and Exchange Commission (SEC) on December 10, 1984 with SEC Registration Number 123899. Its Constitution and Bylaws was authored by FSGF LAPULAPU TAOJO JR.

This year also marked the rapid/meteoric expansion of the MAGIC GROUP throughout the Philippines. The word GUARDIANS is an acronym. Every letter of the word GUARDIANS represents:
G - Gentlemen
U - United
A - Associates
R - Race
D - DauntlessI - Ingenuous
A - Advocator
N - Nation
S - Society
It means that Guardians are Gentlemen, United Associates of the Filipino Race, Dauntless and Ingenuous Advocator of the Filipino Nation and Society.
1985 - This period shall be known as the “Year of Revision”.
The original GBI organization is administered by a National Triumvirate composed of FSGFC PATTON LABITAD PA (President), FSGF LAPULAPUTAOJO JR PC (INACT) (Vice Pres.) and FGF ABRAHAM JANGAO JR (PC) as(Adviser).(self proclaimed promotion). FSGFC PATTON LABITAD PA directed that DSCB membersshall have the “GUARDIANS’ tattoo on the lateral extremity of the left upper arm just below the shoulder and the additional marking of
“GM” (Guardians Mindanao),
“GV” (Guardians Visayas), and
“GL” (GuardiansLuzon)
shall be tattooed on the superior area in-between the thumb and thepoint finger of the left hand and the “GBI Rank/Branch of Service” on the righthand. New members are tattooed with the traditional “GUARDIANS” mark on theright upper arm and the additional markings on the left and right hand respectively.
In this year 1985, Founder Daniel Quieta Jr known before as Founder Molder during Diablo Squad time initiated the first GBI assembly at Central Fire Station, Sta Ana, Davao City sometime on September1985 as mostly personnel of the Bureau of Fire Protection stationed at Santa were pioneers in the expansion of membership with the GUARDIANS BROTHERHOOD INCORPORATED in Davao City.
It was FSGF LAPULAPU TAOJO JR who gave the authority to hold the aforesaid assembly and the former (FSGF LAPULAPU) was then the Keynote Speaker of the said affair. It was followed by a Provincial Assembly held at Valle Hotel, Tagum, Davao del Norte sometime in November 1985 and attended by the members of the National Triumvirate: FSGFC PATTON LABITAD,FSGF LAPULAPU TAOJO JR and FGF ABRAHAM JANGAO JR. On December 1985, the First GBI Christmas Party celebration was conducted at 6th Floor Maguindano Hotel, Claro M Recto St.,Davao City through the efforts and initiative done by TSg Ricardo “GRF Libra”Go, the First Sergeant of 431st PC Company stationed at Davao City Metropolitan District Command and the Godfather Commander of GBI Davao City Chapter at that time.
It was attended by more or less one hundred participants coming from different military and PC/INP Units stationed in Davao City area and from other military and PC/INP units assigned within Region XI area and some civilian members known as MAGIC GROUP members of the Guardians Brotherhood Incorporatedorganization. The guest speaker at that time was then Congressman Mascariño of 2nd District, Davao City. This affair of the Guardians in Davao City was a great sign that sparked the noble objectives of the organization whereby a rapid expansion of membership in Davao City and Region XI area as many organization minded people from all walks of life have come and voluntarily submitted for membership with the Guardians Brotherhood Incorporated. Organization.
This year also (1985) marked the birth of the Guardians Foundation Centre Incorporated (GCFI) which was created as a foundation of the GBI organization. The main tasked of the GCFI was to generate financial/logistical support for the GBI organization particularly those GBI members who are in distress or in extreme necessity financially. The leadersand members of the GBI were surprised of the swept turning of event when GCFI recruited prospective members for membership which is contrary to the very purpose of its existence and subsequently, series of coup d’etat were launched against the administration of then President Corazon Aquino led by GringoHonasan.
1986 – This period shall be known as the “Yearof Confusion”.
The first Regional Assembly of GBI Region XI Chapter held at Venees Hotel, Matina., Davao City on August 17, 1986. Prominent Speakers wereCAPT GIL “FSGF LAPULAPU” TAOJO JR, (INACT), MAJOR ANASTACIO”:SGFC PATTON”LABITAD PA , MSG LEBORIO “FGF ABRAHAM” JANGAO JR PC and MAJOR EFREN “SGF NOGNOG” ARAYATA PC.
There were more or less six hundred members who attended the said first Regional Assembly. The main agenda of the said assembly were the information and Education about the objectives of the GBI organization and election of Regional Officers.
TSG DIONISIO “FDR DANIEL” QUIETA JR PC was elected as the Regional Founder,
TSG RICARDO “GRF LIBRA” GO PC was elected as Regional Godfather Commander,
P/MAJOR GREGORIO “ SGF GOYONG” DUREMDES PNP was elected as the Regional Supremo, and the late DATUMAMA “DATU ALI” DELANGALEN, Chief Customs Police was elected Regional Chairman of the MAGIC GROUP.
1987 – 1988 – This period shall be known as the“Year of Devastation”.
Within this year, persecution against the GBI members by some unscrupulous Officers became worst but it was more worsen during the incumbency of GEN. RODOLFO BIAZON as Chief of Staff, AFP. Some unscrupulous field commanders in Mindanao particularly in the Army Commands strictly and severely enforced the directive of the Higher Command that non – erasures of GBI markings shall mean non – reenlistment into the Regular Force AFP. What was at stake during that time was the very survival of their families because their means of livelihood were so threatened. Such occurrence was so hurting for them to bear but still they managed to reiterate further their unwavering loyalty deep inside their hearts to the GBI organization. Some of them even cried in the presence of FSGF LAPULAPU TAOJO JR .
Prominent among the said persecutors(Unscrupulous Field Commanders) was the then COL OSWALDO VILLANUEVA PA, former Division Commander of the 6th Infantry Division stationed in Awang Airport,Cotabato City..
1989. This period shall be known as the “Year o fRetrospection”.
Sensing the immediate needs of the Organic’s (Uniformedmen/women in the AFP/PNP) protection, GBI Region XI Chapter hierarchy called for a Regional Convention sometime in 1989 purposely to circumvent the said unabated worsening situation. GBI Chapter in General Santos City under the leadership of LEONILON “RMG ABIFF” ESCOBILLO hosted the said Regiona lConvention to promulgate innovative measures to amend some provisions of the original GBI Constitution and Bylaws. The focal point of the said amendment was centered on the conversion of the GBI organization from a military fraternityto a civilian –led organization known as Non—Government Organization (NGO) similar to some other civilian organizations. Unfortunately, the efforts of amending some of the obsolete provisions of the original Constitution and Bylaws of the GBI was not finished due to lack of material time and it was reset indefinitely until sometime in 1995 that the matter at issue was finally realized with the completion of the Constitution and Bylaws of the Guardians Brotherhood Region XI Chapter Incorporated. It was registered with theSecurities and Exchange Commission on September 29, 1995 with SEC Registration DNO95-000521.
1990 – 1994 – This period shall be known as the“Year of Stagnation” .
The GBI became stagnant inmost places while the GCFI indiscriminately recruiting members from all walks of life without regard to qualification standards, screening and indoctrination procedures. Sometime on May 11, 1991, MFGF Leborio “Abraham” Jangao Jr called for a conference at Sta Ana Central Fire Station, Davao City purposely to implement the Constitution and Bylaws of the TRIAD: DSCB, GBI and GMG, wherein Guardians Philippines Inc.(GPI) later became the umbrella organization without the benefit of SEC approval or the amendments of the original GBI and/or new registration. Thosewere ultra vires acts of MFGF ABRAHAM JANGAO which were never confirmed by SGFC PATTON AND FSGF LAPULAPU, neither ratified by consultative assemblies, nor approved by board resolution of the original incorporators resulting to the demoralization of GBI Region XI Chapter Officers. .
For non compliance of the said order, the Regional Supremo SGF GOYONG DUREMDES and Regional Founder Daniel Quieta Jr became inactive and was relieved from their position. by ABRAHAM JANGAO JR and replaced by GRF RICARDO “LIBRA” GO as Regional Founder ofthe GBI REGION XI CHAPTER. GRF LIBRA GO received an instant promotion to the rank of Founder while MG Christopher “Elegon” Elizalde was appointed as the Regional President but few years later, MG ELEGON ELIZALDE resigned and was replaced by MG TOMAHAWK GESTOVIO.
1995 – 1998 - This period shall be known as the“Year of Awakening”.
CAPT GIL “FSGF LAPULAPU” TAOJO JR had enjoined Founder Daniel Quieta Jr, SGF Goyong Duremdes and Founder Libra Go to workout an appropriate plan for the resumption of the unfinished amendments of someobsolete provisions of the original GBI BYLAWS. Series of consultations, caucuses and meetings were conducted to discuss the proposed amendments. For more than a month of sacrifices and sleepless nights of the GBI members particularly those who composed the committee on Constitutional Amendments, had finally promulgated a Constitution and Bylaws known as the GUARDIANSBROTHERHOOD REGION XI CHAPTER INCORPORATED, it was duly deliberated, ratified,approved and adopted by a Regional Assembly called for the purpose. Subsequently the said Constitution and Bylaws was registered with the Securities and Exchange Commission on September 29, 1995 with SEC Registration Number DNO95- 000521. SGF GOYONG DUREMDES was the brain child in the making of the newly approved GUARDIANS BROTHERHOOD REGION XI CHAPTER INCORPORATED Constitution and Bylaws.

RMG ROLANDO “ROTOR” TORRES was the first elected Regional President under the newly approved Constitution and Bylaws of the Guardians Brotherhood Region XI Chapter Incorporated. Various accomplishments were achieved by the GUARDIANS BROTHERHOOD REGION XI CHAPTER INCORPORATED.
Prominent of which was the successive conduct of Annual Guardians Mini Olympicsfor three consecutive years and series of civic actions thereby promoting closer ties/camaraderie among GBI members in Region XI area. The 1st GUARDIANS MINDANAO Assembly was held in Ozamiz City on December 11 and 12, 1998 for the purpose of Guardians Unification as envisioned by the National hierarchy of the Guardians Organization. It was attended by delegates coming from the different Regions in Mindanao, the said assembly was highlighted with the presence of FSGF LAPULAPU TAOJO JR, SGFC PATTON LABITAD, MFGF ABRAHAM JANGAO JR, SGF BILLY“SIERRA” BIBIT, and SGF GRINGO HONASAN who were all Resource Speakers on the said Assembly.
It was on this particular occasion where SGF GREGORIO “GRINGO”HONASAN was endorsed by the National Triumvirate as the Interim National Chairman for Guardians Unification. The said endorsement was confirmed by the said Assembly. SGF RAMON “SPHNX” ESPINO played a vital role in the success of the 1st Mindanao Assembly.
1999 – This period shall be known as the “Yearof Integration”.
The Guardians Brotherhood Region XI Chapter Incorporated particularly Davao City Chapter was tasked to host the 1st National Conventionfor Guardians Unification held at Greenheights Hotel, Buhangin, Davao City on October 1 and 2, 1999 attended by more or less 400 delegates from the different Regions in Mindanao. Prominent Speakers were the National Triumvirate(LAPULAPU, ABRAHAM and (PATTON), Sen Gringo Honasan, Mayor Benjamin “BCG” de Guzman and Mayor Rodrigo “CM” Duterte. The convention delegates were able to come up with a Constitution and Bylaws for Guardians Unification under the name Philippine Guardians Incorporated (PGI).
In this particular occasion, SGFGREGORIO “GOYONG” DUREMDES was promoted to the rank of Founder by the National Triumvirate in the presence of Sen Gregorio “Gringo” Honasan. Few days later,the said Constitution and Bylaws was hand carried by FDR DANIEL QUIETA JR to the office of Sen. Gringo Honasan for subsequent registration with the Securities and Exchange Commission. Unfortunately, the National Secretariat for Guardians Unification formed by Sen Gringo Honasan rejected the said Constitution and Bylaws.
2000 – 2001 – This period shall be known as the“Year of Disintegration”.
SENATOR GREGORIO “SGF GRINGO” HONASAN the Interim National Chairman for Guardians Unification hosted another National Guardians Unification Convention held at Videospecs Building, Roxas Blvrd, Pasay City on March 18 and 19, 2000.
Every Region was allotted only one voting delegate to tackle the Constitution and Bylaws for Guardians Unification. The delegates were able to come up with a New Constitution and by laws under the name PHILIPPINE GUARDIANS BROTHERHOOD INC (PGBI) and subsequently registered with the Securities and Exchange Commission on June 26, 2000.
Unfortunately, the original Founders opposed the Constitution and Bylaws of the PGBI as almost 85% of its provisions were copied from the PGI version promulgated during the Davao National convention for Guardians Unification. Under the PGBI Constitution and Bylaws the role and functions of the Founders are just mere advisers only and cannot hold vital or key positions in the Administration o fthe PGBI. Hence, adverse reaction from the Original Founders particularly FSGF GIL “LAPULAPU” TAOJO JR who was greatly disappointed on the outcome of the said Constitution and Bylaws supposedly for Guardians Unification.
2002 – This period shall be known as the “Yearof Federalization”.
SGFC ANASTACIO :”PATTON’ LABITAD called for a Regiona lAssembly of GBI members in Region X area held at Cagayan de Oro City on May 4,2002. It was attended by members coming from the different Provinces and Cities under Region 10 areas. FSGF GIL “LAPULAPU’ TAOJO JR and top leaders of Region XI Chapter were invited to attend the said assembly. It was in this particular occasion where FSGF LAPULAPU TAOJO JR and SGFC PATTON LABITAD were officially installed as MASTER FOUNDERS by virtue of a resolution passed by the participants of the said assembly. Also taken up in the said assembly were the election of Interim Regional Officers as well as information drive on the concept of Federation as a system of governance of the GBI geared towards the establishment of a Federated Guardians Mindanao, Federated Guardians Visayas and Federated Guardians Luzon.
The Guardians Brotherhood Region XI Chapter Incorporated with the blessings of MASTER FOUNDER GIL “LAPULAPU” TAOJO JR and MASTER FOUNDER ANASTACIO “PATTON” LABITAD hosted the 1st Mindanao Founders’Summit at Maguindanao Hotel, Claro M Recto St., Davao City on May 26, 2002 wit han inspiring theme: “PANAGHIUSANG HUGPONG GUARDIANS MINDANAO PINAAGI SA FEDERALISMO”.
The concept of Federalism was introduced by GIL“MF LAPULAPU” TAOJO JR . This Federal System of Governance was duly deliberated and subsequently voted upon overwhelmingly by the said participants (Founders).The said GUARDIANS MINDANAO FOUNDERS’ SUMMIT yielded a very successful and fruitful result as it gained popular supports by the delegates coming from the different Regions in Mindanao thereby paving the way for Unification of all Factionalized Guardians Organizations throughout the Philippines through a Federal System of Governance. GUARDIANS BROTHERHOOD REGION X CHAPTER INCORPORATED was registered with the Securities and Exchange Commission with SEC Reg H20002000255 on June 14, 2002.

2003 – This period shall be known as the “Year of Revelation”.
The 2nd GBI National Convention was held in Elena Tower Inn,Tibanga, Iligan City on April 5, 2003. Indeed, it was a pilgrimage to the meccaof the Guardians World. Among the highlights of the said festivity were the celebration of the 23rd Anniversary of the GBI Founding Chapter of Iligan City,the adoption of New Bylaws of GBI and the promotion of Suprema Amazona Buala tothe rank of Master Founder.
2004 - In this year, the Guardians Brotherhood Region IX Chapter Incorporated through the efforts and initiative of NF HADJIDELGADO the Regional Founder GBI Region IX and RMG TONY GUEVARRA the Regiona lPresident of GBI Region IX Chapter was registered with the Securities and Exchange Commission in Zamboanga City adopting the Federal System of Government. Guardians Brotherhood Region XII Chapter through the efforts and initiative of NF AWEL GANA our incumbent National President was also registered with the Securities and Exchange Commission adopting the Federal System ofGovernment.
2005 – The 3rd GBI National Convention was heldin San Abuyog, Leyte on April 29-30, 2005. Among the highlights of the said National Convention was promotions to National Founders of some deserving active Founders in the organization from Luzon, Visayas and Mindanao and the elections of new set of Officers in the National Chapter. In this year also that GUARDIANS BROTHERHOOD REGION XIII CARAGA CHAPTER INCORPORATED was registered with the Securities and Exchange Commission IN Cagayan de Oro City adopting the Federal System of Government through the efforts and initiative of FELIX “FRMGELY” DATINGGALING now the Regional Founder of GUARDIANS BROTHERHOOD REGION XIII CARAGA CHAPTER.
2006 - This period shall be known as the Year of Revolution. A radical change for the better has occurred in this year, wherein some trusted officers who were given a chance to lead the GBI National Organization have grouped themselves and wickedly planning to dethroned the leadership of CAPT GIL “MF LAPULAPU” TAOJO JR, the known officer who was the victim of fierce persecution by some unscrupulous and cruel commanders in the higher command of the Armed Forces of the Philippines in the year 1983 resulting to his voluntary resignation from the military service just to invoke his constitutional rights to defend the noble cause of the defunct Diablo Squad Crime Busters (DSCB) organization now renamed into Guardians Brotherhood Incorporated. (GBI) in the year 1984, because while inside the military service you have no freedom to express your sentiment but always follow orders from the higher level of command until you retire. It was so sad to think that some trusted leaders in the National level of the GBI organization have betrayed the known father of the GBI organization in which the pioneering members of the organization who has suffered much from the very beginning caused by extreme harassment and persecution by some cruel commanders in the AFP, cannot allow them to prosper their dubious aims. Because we have anticipated the idea that it will come to happen that these gang plotters might be enjoying the blessings of the Holy Saturday but nowhere to be found during the sufferings of the Good Friday.
This unusual event prompted MF LAPULAPU Q TAOJO JR, the known father of the GBI organization to call for a snap conduct of the 4th National Convention and Special National Assembly conducted at Molave Hotel, Tagum City, Mindanao,Philippines on August 26, 2006 wherein participants from Luzon headed byTHEMISTOCLES “NF JOHN BULL” ROMEO one of the pioneering member of the DIABLOSQUADS, THE CRIMEBUSTERS and Incorporators of the GBI organization. Delegates from Visayas Island was headed by retired COL RODRIGO“NF ALITAPTAP” MEJIA of Leyte, Region VIII and in Mindanao area the home base of the National Triumvirate namely MF LAPULAPU TAOJO JR, of Mati City, Davao Oriental, MF PATTON LABITAD of CAGAYAN de Oro City and MF PHANTOM TINOY of Iligan City were all present. The affair was very successful because it was participated in by delegates coming from Luzon, Visayas and Mindanao. In this great occasion the Gang Plotters were declared expelled from the GBI organization by the participants of the 4th National Convention and Special National Assembly.During the convention, amendment of the GBI Constitution and Bylaws of the GBI organization was under taken to shift the Presidential Form of Government into a Parliamentary Form of Government whereby participants have unanimously voted for the ratification and approval of the new GBI Mainstream Constitution and By-Laws adopting the Parliamentary Form ofGovernment.
In this new system of government, the new structure was properly arranged and at this point in time, the National Triumvirate was officially installed headed by CAPT GIL “MF“LAPULAPU” Q TAOJO JR INAC, LLB declaring him as the new Prime Minister of the GBI Organization. Then followed by organization of Officers in the National level was properly done through appointment by the Prime Minister wherein Guardians Parliament were manned by one appointed member in every Region,appointment of Cabinet Ministers, Guardians House of Doctrines officers ,National Fraternal Commission Officers and appointment of the three Deputy PrimeMinister for Luzon, Visayas and Mindanao were officially installed. NF JOHN BULL ROMEO worked hard in the renewal of SEC Registration in Manila and fortunately the new registration GBI organization came out on November 7, 2006.
Months had passed, one of the member of the National Triumvirate in the person of retired COL ANASTACIO “MF PATTON” LABITAD AFP was not able to survived his recurring sickness and he succumbed to death on month of December 2006. On December 9, 2006, the 1st session of the Guardians Parliament was conducted at San Andres Gym, Malate, Manila City to coincide with the national GBI organization annual anniversary. In this event wherein one of the pioneering member and Incorporator of the GBI organization Constitution and By-Laws duly registered with SEC on December 10, 1984 with SECRegistration Number 123899 in the person of THEMISTOCLES “NF JOHN BULL” ROMEO was officially installed as the new member of the National Triumvirate as replacement of late COL ANASTACIO “MF PATTON” LABITAD AFP.For a year of experienced in adopting the new system of government, we observed that it does not yield a satisfactory performance of the entire membership of the GBI MAINSTREAM organization nationwide, Hence, a plan came out during the 1st GBI MAINSTREAM MINDANAO FOUNDERS’SUMMIT held at Folk Arts Theater, Kaamulan, Capitol Compound, Malaybalay City,Bukidnon ON November 30- December 1 & 2, 2007. to propose the amendment ofthe GBIM Constitution and By-laws by transforming the Parliamentary System into a Decentralize System of Government to grant more powers, authority and responsibilities among the lower levels of commands to obtain a genuine and meaningful local autonomy to effectively attain their fullest development as aself-reliant GBI MAINSTREAM FRATERNAL Organization. This proposal will befinally discuss this coming 5th National Convention to be held in Zamboanga City on April 26-27, 2008. This Summit was attended by delegates from the different provinces in Mindanao with the presence of the National Triumvirate. Your sincere participation in the coming 5th National Convention in Zamboanga City to join the deliberation of the amendment of the Constitution and By- Laws adopting a Decentralize System of Governmentwill certainly contribute more success of the entire GBI Mainstream National Organization.

Preamble
We, the Officers and Members of the Reformed and United Guardians Brotherhood International Incorporated (RUGBII), Imbued with the desire of protecting and maintaining the standards of the GUARDIANS Movement and imploring the aid of the Divine Providence, and the blessings of democracy in order to establish an organization that shall inculcate the spirit of brotherhood, justice, peace, discipline service and equality, do hereby promulgate and adopt this By-Laws.
ARTICLE 1
ORGANIZATION
Section 1. The name of the organization shall be Reformed and United Guardians Brotherhood International Inc.
Section 2. The principal office of the organization shall be in Metro Manila.
Section 3. The organization shall be a non-stock, non-profit and non-sectarian organization.
Section 4. The terms RUGBII and Guardians are acronyms. Every letters of the words representing the following;

Meaning, “GENTLEMEN AND UNITED ASSOCIATES OF THE FILIPINO RACE, DAUNTLESS and INGENUOUS ADVOCATOR of the NATION and SOCIETY”. Which when translited in Filipino will mean, “Mga Maginoo at Nagkakaisang Katuwang ng Lahing Pilipino, Magigiting at Matatapat na Tagapagtanggol ng Bansa at Lipunan.
Section 5. MOTTO. The Reformed and / United Guardians Brotherhood International
incorporated propagates motto “AIM HIGH RUGBII"
Section 6. LOGO - The Logo of the Reformed and United Guardians Brotherhood
International Incorporated (RUGBII) shall consist of a bold letter G which stands for
GUARDIANS and within the confines of the letter “G” the handshaking symbolizes
Brotherhood, Solidarity and Unity of purpose. The triangular figures represent the seal membership tattoo. The sun and three (3) stars stand for Luzon, Visayas and Mindanao and the color red, White and Blue represent the flag of our country

ARTICLE II
DECLARATION OF PRINCIPLES, PURPOSE AND OBJECTIVE
Section 1. The Organization believes in the Divine Providence as the source of all creations,
power and authority.
Section 2. The main purpose of the Organization shall be to unite, develop and maintain
camaraderie among members, in order to better and more effectively address matter of common interest and concerns, with the end in view of achieving a sustainable development for our communities, as a non-govenmental organization for peace and prosperity.
Section 3. The objective of the Organization shall be as follows;
a.) To adhere and internalize the enduring core values of love of God, respect for authority, selfless love and service for people respect for women and sanctity of marriage, responsible dominion and stewardship over material things and wisdom of truthfulness;
b.) To promote good and harmonious relationship, unity and cooperation between and among the members for mutual support and benefit;
c.) To undertake development activities for the general welfare of the members and the organization as a whole;
d.) To generate funds for the organization and its activities; and
e.) To extend financial, legal and the forms of assistance to the members of the organization and to the immediate members of their families.
Section 4. The Organization operates on democratic principles – It adhere to the Constitution
of the Republic of the Philippines, its laws, regulations and ordinances promulgated by duly constituted authorities.

ARTICLE III
MEMBERSHIP
Section 1. The members of the Reformed and United Guardians Brotherhood International
incorporated shall be the following;
a.) Those who at the time of the adoption of this constitution and By-Laws are incumbent members of the DIABLO SQUAD Crime Buster, Guardians Brotherhood, Inc., Guardians Centre Foundation Inc., Magic group and all other Guardians factions who will be admitted pursuant to the provision of this Constitution and By-laws;
b.) Those who are hereafter admitted as members of the Organization in accordance with this Constitution and By-laws.
Section 2. QUALIFICATION OF MEMBERSHIP - .A citizen of the Philippines who is of
good standing in the community is illegible for membership provided he shall qualify and pass the organization’s screening and testing procedure after an application made in writing is given due course.
The organization shall determine the qualification of an applicant for membership among others, the age requirement for MAGIC Group is at least twenty one (21) years of age.
Section 3. Membership Procedure – Application for membership shall be made in writing
in official form provided for the purpose. An applicant shall only be considered as a
bonafide member after having passed the five (5) stages of membership, namely;

a.) APPLICATION – An applicant shall accomplish an official application form duly indorsed by the bonafide member, known as sponsor, of the organization which shall be submitted to the screening Committee of the local chapter for examination and approval;
b.) BACKGROUD INVESTIGATION – No one shall be admitted in the organization unless his background has been thoroughly known and investigated to ensure that he will not a liability or source of embarrassment in the future. As part of the investigation, an applicant is required to present a police clearance or Brgy. Clearance from his/her residence;
c.) PRESENTATION OF APPLICANT- An applicant who has passed the first two (2) Stages of membership must be presented to all the members during a scheduled monthly meeting. In this stage, the applicant must state his personal circumstances and the reason for joining the organization. An objection from the members will automatically disqualify the applicant but the objection must be justified and approved by the members present. If there is no objection, the applicant must be immediately scheduled for seminar or lecture;
d.) INDUCTRINATION SEMINAR or LECTURE- Applicants whose application forms shall have been approved shall undergo an indoctrination seminar or lecture on the objectives, aspirations and ideals of the organization;
e.) RECOGNITION – In this stage, it has been the practice of the organization to adopt certain customs and traditions by which it sets itself from the organization and giving the members one sense of belongingness and identity essential to the progress and success of the organization. He/she must perform an additional positive act like payment of membership and identification card in order to become a full pledge member.
Section 4. Right of members – Basically, a member shall have the following rights;
a.) To exercise the right of vote on all matters relating to the affairs of the organization;
b.) To be eligible to occupy an elective or appointive office;
c.) To participate in all deliberations or meetings of the organization;
d.) To examine all the accounts or books of the organization upon compliance with proper procedure and during regular meeting or on special meeting duly called for that purpose;
e.) To information on matters of general concern.
f.) To avail of the facilities of the organization
g.) To have RUGBII identification card and to wear uniforms
Section 5. Duties and responsibilities of Members – A members shall have the following
duties and responsibilities;
a.) To faithfully obey and comply with the Constitution and By-Laws and such other rules and regulations that may be promulgated by the organization from time to time;
b.) To attend all meetings of his/her chapter and to actively participate in all activities which may be conducted, held or initiated by the officers of his chapter or Chapter Founders, by the Regional, or National Officers;
c.) To pay membership dues and other assessments of the organization.
Section 6. Additional Rights Duties and Responsibilities of a members - The organization
may promulgate rules providing for additional rights, duties and responsibilities of
members in order to achieved the objectives and goals of the organization as ordained
in this constitution and by-laws.
Section 7. Classification of Members – members of the Reformed and United Guardian
Brotherhood International Incorporated (RUGBII) . members are as follows:
a.) FOUNDER (F) – He is a senior member of the organization coming from rank of Ranking Magic Group (RMG), in the case of MAGIC GROUP (MG) and Godfather (GF) and Godmother (GM) in the case of uniformed personnel with at least five (5) years of active membership of good standing and who have established or organized at least one (1) local chapter. He stands as the symbolic head of the organized local chapter and shall supervise all initiation rites within his chapter.
b.) Grand Supremo - A title given to the highest incumbent National Official of the organization whether coming from the Supreme Godfather (SGF) Supreme Godmother (SGM) Group or Magic Group
c.) Supreme Godfather SGF) / Supreme Godmother (SGM) – is a commissioned officer of the Armed Forces of the Philippines (AFP), Philippines National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP) with at least one (1) year of active membership.
d.) RANKING MAGIC GROUP (RMG) / RANKING LADY GUARDIANS (RLG) – a title given to civilian members who are professionals, and /or respective leaders of the community, and retired government employee who have rendered exemplary performance to the organization and with at least three (3) years active membership coming from the rank of Magic group (MG)/Lady Guardians(LG).
e.) Magic Group – is composed of civilian members with an educational attainment of at least high school education or those possessed of special skills and technical knowhow who are willing to render services to the organization. The word “MAGIC” is an acronym which stand for:

I - Ingenuous
C - Competent
f.) Godfather (GF) / Godmother (GM) – a title given to members who are enlisted non-commission officers of the Armed Forces of the Philippines, Philippine National Police and Bureau of Jail Management and Penology with the rank of duty Sergeant to Master Sergeant coming from the lower ranks;
g.) BLUE (B) – a title given to member who is an enlisted personnel of the Philippine Army with the rank lower than sergeant.
h.) AIR (A) – a title given to member who is an enlisted non-commission officer of the Philippine Air Force with the rank lower than sergeant.
i.) NAVY (NAV) – a title given to member who is an enlisted non-commission officer of the Philippine Navy with the rank lower than sergeant.
j.) GOLD (G) – a title given to member who is an enlisted non-commission officer of the Philippine National Police and Bureau of Fire Protection and Bureau of Jail Management and Penology with the rank of not lower than Special Police Officer one or its equivalent.
k.) MAROON (MAR) – a title given to member who is an enlisted non-commission officer of the Philippine Marines with the rank lower than sergeant.
WHITE (W) – Military Police (brigade AFP)
The promotion to the ranks of Founder (F), Supreme Godfather/Godmother (SGF/SGM), Ranking Magic group (RMG) Godfather/Godmother (GF/GM) shall be subject to the approval of the National Founders committee or Regional Legislative Board and upon recommendation of the local chapter or any committee created for the purpose.
Section 8. Marking or Tattooing – all members and officers must undergo marking or
tattooing as part of our traditional membership requirement. The tattoo is not for decorative purposes but to signify their lifelong and total commitment to the organization and for all that stands for. It symbolizes both privileges and responsibilities aside from serving as an identifying mark. It likewise serves the purpose of discouraging those who are not ready to give their full acceptance, dedication or sincerity to the organization.

c.) All members shall be correspondingly marked by tattoo in the superior area between the thumb and the point finger of the right hand with letters particularly described above;
d.) The GUARDIANS – mark including “PSEUDONYM” year of recognition and the word RUGBII. Shall be made permanently by appropriate tattoos on the lateral extremely of the upper right arms just below the shoulder. The design of the shoulder tattoo shall be as follows;

e.) The letter markings ‘GM” stands for Guardians Mindanao, “GV” stands for Guardians visayas, and “GL” stands for Guardians Luzon tattoed on the superior area between the thumb and the point finger of the left hand to easily identify areas of membership;
f.) Pseudonym – when one is finally admitted as a member of the organization, he shall assume a name by which he is known and address by his fellow members and make him closer with his fellow GUARDIANS.
Section 9. Change of Status of members – in case of change of status, the affected member shall be
marked with the appropriate tattoo in line with the original mark for all promotions except
promotion for FOUNDER where the mark shall be on the top of the original mark to
reflected his present status.
Section 10. Handshakes and Embrace – Handshake and embrace signify Respect, Love, Unity,
Solidarity, and concern for one another.
Section 11. Disregard of Rank, Position, Unit or Branch of Service – In the organization, there is no
obstacle to an open, free and honest interaction among members. As far as the goal of the
organization are concerned and for the purpose of achieving cohesion, all members shall
disregards their ranks, occupation, position or unit or branch of service. Thus, irrespective of
whether one is a government official or employee, professional or with the Army, navy, Air
Force, Marines or PNP, BJMP, BFP, he is simply a GUARDIANS. However, to maintain a
proper decorum in all activities of all organization, positions of Grand Supremo/Suprema
(SGF/SGM), RMG, Founder, MG, NCF, NF and Godfather/Godmother (GF/GM) shall be
recognized.
Section 12. Oath of Allegiance – A bonafide member of the organization shall sign an Oath of
Allegiance or Panunumpa.
Section 13. Code of Conduct – The National Chapter shall adopt a Uniform Code of Conduct of
members of the Organization.
ARTICLE IV
DISCIPLINE
Section 1. Disciplinary Action – Any member or officer whose conduct or activities are
contrary to this Constitution and By-Laws, and Rules and Regulations of the organization shall be subjected to disciplinary action. All administrative complaints, except when otherwise provided by appropriate resolution of the National Chapter, shall be filed before the National Investigation and Prosecution Office, and to be heard and decided by the National Justice Tribunal, in the case of National Officers, the Regional Executive Council, in the case of Regional officers, and the Provincial Executive Council, in the case of Barangay, Institutional, Municipal, District and Component City Chapter officers and members. However, the regional, Provincial and City Chapter are not precluded from consisting a Grievance Committee and/or Machinery for the purpose.
Section 2. Grounds for Disciplinary Action - .Any member may be suspended or expelled
from or stripped of his membership and all benefits or privileges due him shall be denied under any of the following grounds.
a.) Non-payment of membership fee, annual or monthly dues and other assessments for three (3) consecutive months;
b.) Non-payment of fine properly imposed upon him one month after the same is ordered final and executor by the authorities concerned;
c.) Failure, despite notice, to attend without sufficient cause as may be determined by the executive council or legislative board concerned, regular or special meeting for three (3) consecutive months;
d.) Other serious infractions or violations of any provision of this Constitution and By-laws and other similar rules and regulations of the organization after final findings thereof by the disciplinary officers of the chapter concerned;
Section 3. Other grounds for disciplinary action - The following are other grounds or causes
for disciplinary action:
a. Dishonesty
b. Neglect of duty;
c. Misconduct;
d. Gross Incompetence
e. Negligence;
f. Disgraceful and immoral conduct;
g. Notoriety;
h. Conviction of a crime involving moral turpitude;
i. Insubordination;
j. Improper or unauthorized solicitation of contributions or donations;
k. Abuse of authority;
l. Conduct prejudicial and inimical to the general interest of the organization;
Section 4. Penalties– The penalties shall be imposed depending on the gravity of the offense.
If the offense is so serious and grave in character the penalty shall be REMOVAL. if the offense is less serious or less grave the penalty shall be SUSPENSION. if the offense is light the penalty to be imposed shall either FINE/WARNING.ADMONITION.
Section 5. Form of Complaint – Any complaint against any member or officer shall be made in writing and verified under oath before an officer authorized to administer oath and properly filed pursuant to section I hereof.
Section 6. Appeal – All decisions, except those made by the National Executive Council
whose decision is immediately final and executor, shall be appealable within the period of thirty (30) days from the receipt by the appealing party, to the higher executive council which shall decide the same within a period of sixty (60) days upon receipt thereof.
ARTICLE V
GOVERNMENT
Section 1. The National Chapter – The national chapter shall be composed of the National
executive Council, National Legislative Board, and the National Founders Committee.
The Executive powers of the National Chapter shall be exercised, its business
conducted, and its property controlled by the officers of the National executive
Council, whose shall be elected from the National Convention to be held every two
(2) years.
The National Convention, which is considered as the national Assembly, shall be held
in the month of April following date of synchronized elections and every two (2) years thereafter;
The Legislative and policy-making powers of the National Chapter shall be exercised by National Legislative Board, whose members shall be composed of the elected Regional Board Chairmen of the different Regions.
The National Founders Committee, which composed of the Regional Founders and
Supremos, shall serve as the advisory body of the National Chapter.
a.) The National Supremo’s Committee, The National Presidents Committee, The National Executive Officers and the National Chairman and Members of the Board.
b.) The National Founders Committee shall be composed of all Regional Founders Committee President.
c.) The National Supremo’s Committee shall be composed of all Regional Supremo’s
d.) The National Presidents Committee shall be composed of all Regional Presidents.
e.) The National Executive Officers must be composed of the President, Vice President, Secretary and Treasurer. The position of National President and Vice President must be elected from the National Founders Committee; and
f.) The National Supremo’s Committee. The position of National Secretary and National Treasurer must be elected from the Founders Commtittee.
Section 2. Regional Chapter:
a.) The Regional Chapter shall be composed of the Regional Executive Council, regional
Legislative Board, and the Regional Founders Committee, the executive powers of the Regional Chapter shall be execised, its business conducted, and its property controlled by the Regional Executive council which is composed of seven (7) officers who shall be elected from the Regional assembly to be held every two (2) years.
b.) The Regional Executive committee officers shall be composed of a regional president,
two or more vice president, secretary and treasurer. All officers except the position of the president and vice president who must be a member of the founders committee, must be elected from officers of the chapter.
c.) The Regional Supremo’s must be selected and duly recognized by Founders
Committee in the Region.
d.) The Regional Assembly shall be held not later than the second Saturday of December
from the date of synchronized elections and every two (2) years thereafter;
e.) A Special Regional assembly may be called at anytime to consider urgent matters by
the Regional Executive Council Chairman.
Section 3. Chairman and Members of the Board - All Officer of National Founders,
Committee, National Supremo’s committee, and National President Committee shall
automatically become members of the National Board. They may elect from among
themselves a Chairman of the Board or with their unanimous consent, appoint any
distinguish and well known leader of another legitimate GUARDIANS faction as the
Chairman of the Board.
Section 4. Chapter - A Chapter is composed of Founders, the Officers and members of a unit
or barangay within a region.
Section 5. Overseas of Foreign Chapters -All chapters which may be organized or established
in any country outside the Philippines shall have the same instrumentalities,
organization set-up and set of officers as a Provincial Chapter as provided herein, in
case the chapter is composed of several chapters; or a Municipal or City Chapter, if
the overseas or foreign Chapter is composed of only one (1) Chapter. Upon
establishment and recognition of an overseas or Foreign Chapter, its members and
activities shall be governed by this Constitution and By-Laws, insofar as they are
applicable, and all other rules and regulations which may be issued by the National
Chapter
Section 6. Jurisdiction in case of conflict - All issues. Conflict or Disputes of members of a
chapter shall be settled by the chapter officers, Appealable to the Regional Executive
Officers. Decisions of Regional Executive officers are appealable to the Regional
Founders Committee. Decisions of The Regional Founders Committee are final and
executory.
Issues, conflict or disputes of chapter officers shall be settled by the Regional Executive officers. Decisions of the Regional Executive Officers are appealable to the Regional Founders Committee. Decisions of Regional Founders Committee are final and executory.
Issues, conflict or disputes of Chapter Founder and Regional Executive Officers shall be settled by the Regional Founders Committee. Decisions of the Regional Founders Committee are appealable to the National Supremo’s and National Founders Committees setting together in a joint session. Their decisions are final and executory.
Issues, conflict or disputes of Regional Supremo’s shall be settled by the National Founders Committee. Decision of the Regional Founders Committee as appealable to the National Supremo’s and National Founders Committee Setting together in a joint session. their decisions are final and executory.
Issues, conflict or disputes of Regional Founders Committee shall be settled by the Regional Founders Committee themselves appealable to the National Supremo’s and National Founders Committee, setting together in a joint session. Their decisions are final and executory.
Issues, conflict or disputes of National Officers shall be settled by all national officers setting together in a joint session. Their decisions are final and executory.
Section 7. Tenure of Office. The tenure of office of the chapter officer must not be more
than one year. The tenure of office of Regional officers must be three years. The
tenure of Office of Regional Founders Committee Officers and all other National
Officers must be five years.
ARTICLE VI
OFFICERS OF THE ORGANIZATION
FOUNDERS COMMITTEE
Section 1. The Founders Committee shall be composed of all Founders in good standing. they
shall elect from among themselves.
a.) Founders Committee President, a Founders Committee Vice President, a Founders Committee Secretary and a Founders Committee Treasurer who shall serve as such for a period of five (5) years unless remove at anytime by a majority vote of the entire members of the founders committee.
Section 2. The central power of the organization is primarily lodge in the Founders
Committee. It has the power to promulgate internal rules and regulation, promote
ranks, discipline of members and officers and such other power necessary and
incidental to the performance of their duties.
Section 3. The Founders Committee may, setting together during regular or special meeting,
and with a quorum discipline all members or officers for removal, suspension or
admonition defending upon the gravity of the offense.
Section 4.The promotion of ranks as a procedure must be indorsed by a Founder in writing
and subject to approval and due recognition by the Founders committee.
Section 5.Quorum - A majority of the members in the Founders Committee shall constitute a
quorum for the transaction of the official business
ARTICLE VII
EXECUTIVE OFFICER
Section 1. Executive Officers - The Executive Officer of RUGBII shall be a President,
one or more Vice-President, a Treasurer, and a Secretary.
Section 2. Appointed officers –National Officers or President at every level of the
organization may appoint other officers with the consent of a majority of the members
in its council, provided that at the National Level, such appointments shall be subject
to confirmation by the tribunal on appointments.
Section 3. Qualification of Officers – In addition to those which may be prescribed by the
National Chapter, all elected, appointed and Constitutional officers shall have the
following qualifications;
GENERAL:
a.) He/She must a bonafide member of RUGBII and a member in good standing of the organization; and
b.) He must not be convicted of, nor has a pending criminal or administrative case involving moral turpitude.
SPECIFIC:
a.) Office of the President (National Level) – He/She must be a Rangking Magic Group (RMG/RLG) or Supremo; Office of the Vice-President (National Level) - He must be a Rangking Magic Group (RMG/RLG) or Supremo.
b.) Office of the Constitutional Bodies – He must come from the Founders Committee or regular member of the National executive Council. Appointees to constitutional officers requiring technical skills and knowledge may not come from the Founders Committee or National executive Council.
c.) Elective Officers – Any member of good standing of the organization
d.) Appointed Officer – any member of good standing of the organization
Section 4. Removal - Every officer, including the President, shall be subject to removal
by the majority vote of the Founders Committee at any time, and any officer elected
to fill the vacancy shall hold office only for the unexpired term of the officer so
removed or until his successor is duly elected and qualified.
Section 5. Duties and Responsibilities of National Officers:
a.) President - The President shall be the Chief Executive Officer of the RUGBII. In
addition to such duties as may be delegated to him by the Founders Committee, he shall preside at all meetings of the members. he shall execute all resolution of the Founders Committee. He shall submit to the Founders Committee as soon as possible after the close of each fiscal year, and to the members at each annual meeting, a complete report of the operations of the organization for the preceding year.
b.) Vice-President - Each Vice-President shall have such power and perform such duties as the Founders Committee may from time to time prescribe. In case of the absence or inability of the president, the First Vice-President shall exercise the powers and discharge the duties of the president.
c.) Secretary - The Secretary shall keep the records of the organization and shall have custody of the RUGBII seal. He shall, in addition, exercise such other powers and perform such other duties as are prescribed for the Office of the Secretary or usually pertaining to the office, and such other duties prescribed from time to time by the Founders Committee.
All chapters secretary, as a matter of duty, are required to submit a monthly report more particularly on marking activities to the respective incumbent Regional Executive Officers for purposes of accounting and registration of members.
d.) Treasurer - The Treasurer shall have charge of the funds, receipt an disbursement of the Organization. He shall deposit all moneys and other valuables of the organization in such bank or banks as the Founder Committee may designate. He shall render to the President or to the Founder Committee, whenever required, an account of the financial condition of the organization and all transactions made by him as treasurer. All payments made by the treasurer shall be signed by him and countersigned by the President.
e.) Auditor – He shall audit and monitor the funds of the organization from time
to time, he shall certify the record of the financial reports that may be submitted to the organization, and he shall advise the President on the financial condition of the organization and to recommend cost-saving measures.
f.) Public Relation officer (R.R.O.) – He shall deliver notice or disseminate the
information to the Founders committee if they have call for a meeting of the organization. coming from the National Secretary he shall serve as the official spokeman of the organization, he shall be responsible for building the image of the organization and he shall screen all press and media releases in relation to the operation of the organization, and he shall submit for approval by the council any major policy in making reports to the media.
g.) Chapters – All chapters shall submit an annual report of their Activities and
Assets and Liabilities to National Secretariat office, which will be presented during
their respective National Assembly:
ARTICLE VIII
APPROPRIATIONS OF FUNDS
Section 1. Source of Funds – The funds of the organization shall be derived from
Membership fees, dues, assessment, grants, contributions, donations, and from other
fundraising activities.
Section 2. Every member in the organization shall pay the following;
a.) Membership fee -Php 500.00 (Five Hundred Pesos) Including Food and wine, Identification Card (ID), Accident Insurance, Marking fee, Chapters fund, Founders fund.
b.) Chapter Monthly dues – Php 50.00 (Fifty Pesos Only) below.
Section 3. Retention of funds - The organization funds shall be appropriated as follows;
every founder of a chapter shall be entitled to 40% of membership fee of every member as a compensation and consideration for the establishment, development and supervision of his chapter. Fifteen percent (15%) of membership fee of every member shall form part of Supremo’s funds to be equally divided among Supremo’s at the end of the year. Fifteen percent (15%) of membership fee of every member shall form part of National Funds. Fifteen percent (15%) of membership fee of every member shall form part of chapter funds. Fifteen percent (15%) of membership fee of every member shall be part of Founders Fund.
Section 4. Disbursement:
All instrument of withdrawal from the funds of the organization, whether by check or any other instrument shall be signed by the Treasurer and counter-signed by the president or, in his/her absence, the Vice-president. Disbursements shall be made only by virtue of an appropriate resolution approved by the Executive Council.
Section 5. All others income, funds and revenues realized from membership fees,
assessments, grants, donations, and from all others sources, except real and fixed assets, and which are not applied or used at the end of the year, shall revert to the general fund.
Section 6. Fiscal Year:
The Fiscal Year of the organization shall be from January 1st, to December 31th of each year.
Section 7. National/ Regional/NCR and Chapter Auditors shall conduct an audit in
accordance with the rules and procedures in auditing on or before the 31th of January of every year.
Section 8. All Chapters shall submit an annual report of their Assets and Liabilities, which
will be presented during their respective general Assembly.
Section 9. Members Benefit and Protection - Within one year from effectivity and approval
of the Securities and Exchange Commission of Reformed and united Guardians Brotherhood International Incorporated (RUGBII). All members as a matter of rights must be issued an identification card with the corresponding insurance benefit, subject to payment of insurance premium of every member.
Section 10. In the incident that there is a decease member or any immediate family of an
active RUGBII member as per qualification stated below will receive the total amount collected as per contribution of the organization. Every members of RUGBII must pay the amount of Php 50.00 (Fifty pesos) for the legitimate active member and Php 20.00 (Twenty pesos) for the immediate family members;
ARTICLE IX
AMENDMENT REGULATIONS
Section 1. Amendment, modification or repeal to this Constitution and By-Laws may be
proposed in writing by at least twenty five (25) members of the organization,
furnishing copies hereof to each member of the National Executive Council who shall
consider such proposed amendments within thirty days upon receipt thereof. Such
proposed Amendments
shall state thereon the old provisions and the proposed new provisions.
Section 2. Amendments to this Constitutions and By-Laws shall be approved by two-third
(2/3) vote of all the delegates to the National Convention or by a majority of all the
members of the National Executive Council, in a meeting duly called for the purpose.

RULES AND REGULATIONS
Section 1. Rules and Regulations. All rules and regulations duly promulgated by the National
Founders Committee pursuant to Reformed and United Guardians Brotherhood
International Incorporated internal rules after the effectivity of this constitution are
hereby made part of this Constitution and By-Laws.
